Nextdoor - A better way to communicate!

Nextdoor is a free, private social network for our community.  It's a great way to share information and talk with neighbors.

Trailer Parking Rules

In an effort to continue improving of our community, the RLOA board has amended the previously approved Trailer/RV storage rules for 2019.  

This amendment helps to clarify the storage and parking of Trailers and RVs within the RLOA community.

Natural Landscaping and weeds

It’s that time of year again, when the rains coupled by cooler temperatures create an environment that weeds thrive in.  The Rancho Lomas Owner's Association (RLOA) board of directors would like to take this opportunity to remind home owners that it is their responsibility to maintain the landscaping of their individual properties, as defined in Section 3.03, subsection d of the RLOA covenants.  While the HOA covenants reference “natural landscaping”, which the board defines as the use of native plants, trees, shrubs, ground cover and grasses which are indigenous to the geographic area, members need to be aware that this refers to the type of landscaping and is separate from maintenance, to include weed management.

Weed management is not only required per RLOA covenants it is also a City Ordinance

In addition to the RLOA covenants, weed management is also a Las Cruces Codes enforced Ordinance.  Chapter 32, Article IV, Section 32-273 (click here to view the Code of Ordinance), is one of many ordinances referring to weeds and weed management.  This section states The owner of the landscaped property shall be responsible for maintaining it in a healthy, clean, trimmed, weed-free and litter-free condition”.

 The city has also set up a Weed Control Hotline.  The following is taken from the Las Cruces Web site located at http://www.las-cruces.org/departments/administration/ccsc/citizen-contact-center

 Weed Control Hotline – Streets and sidewalks are for everyone’s use. Many property owners may be unaware that they are responsible for maintaining part of the public-right-of-way next to their property – including the sidewalk and planting strip, the shoulder, alleys, walkways and roadways. To report a potential code violation either call 528-4100 or use the weed complaint form through Ask the City. Please give the exact address of the property where you believe a code violation exists. Failure to give an accurate address may either delay the case or cause the case to be closed for failure to locate a violation.

 

The RLOA maintains common areas

While individual property owners are responsible for maintaining their property and possibly public-right-of-way areas next to their property, the HOA maintains common areas owned by the association through contracts with local landscaping companies.

Paying Association Fees

Rancho Lomas Owners Association has teamed up with HOAMCO to manage and process our association payments. 

The current association fee is $60.00/month and can be paid at any interval (monthly, quarterly, yearly, etc.), as long as it is paid in advance of the due date.

In addition to sending annual coupon books, HOAMCO offers several other convenient methods to pay association fees like eCheck Payments, One Time Credit Card Payments and an auto debit program.

Board Meetings

The RLOA board will hold it's monthly board meeting on the last Thursday of every month at 6:00 P.M, with the exception of September which is the Annual meeting and November and December as the board only meets during these months by exception only.  This page will be updated if the schedule changes for any reason.

Please contact the board if you would like to attend or have an agenda item for this meeting.

The board meeting schedule for 2020 is scheduled as follows:

January 30th
February 27th
March 26th - Canceled
April 30th
May 28th
June 25th
July 30th
August 27th
September - 24th
October - Annual Meeting (TBA) 
November - by exception only
December - by exception only

Agenda items for the monthly meeting will include: financial review, landscape maintenance and any new business.  Meeting minutes will be posted as soon as they have been approved by the board and are made available.

Good Neighbors

We all want the Rancho Lomas subdivision to be place that everyone in our association and community can enjoy.  With that in mind the RLOA Board would like to offer a few friendly "good neighbor" reminders that will ensure that our families and friends can continue to enjoy the community.

Please be respectful of surrounding neighbors, both in our association and those properties that may border our association, with regard to barking dogs.  If you have a dog that barks or have a neighbor with dogs, be sure to understand what the City of Las Cruces ordnance is.

The following is taken directly from the City of Las Cruces (CLC) Ordnance and can be found on the CLC Animal Control - Resources and Information Page.

"ANIMAL NOISE (CLC Article 1, Ordinance 7-15) It shall constitute a violation of the ordinance if the howling, barking or noise occurs continually and audible beyond the property line of the premise on which the animal is located: For more than 15 minutes between the hours of 10 PM - 8 PM and is attested by 2 or more separate complainants or for more than 15 minutes between the hours of 8 AM - 10 PM and is attested by 2 or more separate complainants or for more than 15 minutes within a 24. hour period as attested by an Animal Control Officer."

Along these same lines, our community is uniquely suited for enjoying a walk with our pets.   There is nothing better than an evening stroll to enjoy the majestic views and is a wonderful benefit of our subdivision.   We would like to take this opportunity to remind pet owners to please respect their neighbors by cleaning up after their pets and using leashes when walking in the community.

By being mindful of these few items we can ensure that we will all continue to enjoy our community.

Attending Board Meetings

The board typically meets once a month for general board meetings.  In some instances the general meeting may not be held in lieu of other general meetings such as the Annual Meeting

Additionally, some board meetings may be declared as Executive Sessions and thus attendance is restricted, per RLOA covenants and NM state HOA law, to just the board members.  The Homeowners Association Act of 2013 identifies Executive Sessions as the only type of board meeting that is closed to the members of the HOA.  An Executive Session can be used to discuss sensitive items such as pending or contemplated litigation, personnel issues or matters of a personal nature, such as the health of a member or financial issues. With the exception of the Executive Session, the Board meetings are always open to any member who would like to attend.  Members are welcome to provide input on existing topics or introduce new topics and issues to discuss.

The board asks that members who would like to attend please send an R.S.V.P to the board at least three days prior to the meeting. Members can contact our property manager, HOAMCO, or send an e-mail directly to the board.  Please use the information on the Contact Us page to let us know you'd like to attend.
